So here's my honest take on Cookbook : All Recipes Offline. I've tested a bunch of cooking/recipe apps and this one's one of the better ones I've used. The selection of recipes is really impressive - tons of variety across different cuisines and dietary needs. And the step-by-step instructions make it super easy to follow along, even if you're a beginner chef. In my experience, the recipes have turned out great too. The only real downside is the interface can be a bit clunky and outdated looking. But if you can get past that, it's a pretty solid offline recipe app overall.
