So here's my honest take on FloodAlert Waterlevel Alerts. I've tested a bunch of weather apps and this one's pretty good, I'd say. The real-time water level data is really comprehensive and the alerts are reliable. I like that you can customize the thresholds - it's not just generic flood warnings.
