Base rates in gacha games describe almost nothing about what actually happens, because soft pity, hard pity and the 50/50 dominate the distribution. This models all three, tells you the chance from where you currently stand, and prices the guarantee.
Why the advertised rate is not the real rate
A 0.6% base rate suggests an average of 167 pulls per 5★. The measured average in games with a 90-pull hard pity is closer to 62, because the rate does not stay at 0.6%. From around pull 74 it climbs steeply — soft pity — until a guaranteed drop at 90. The published number describes only the first 73 pulls, which is where the fewest 5★s actually come from.
The consequence: pity is an asset. Ninety pulls saved is not "90 × 0.6%" of a chance, it is a certainty, and the last twenty pulls before hard pity carry most of the probability mass in the entire system.
The 50/50 doubles the worst case
In most systems a 5★ has only a 50% chance of being the featured unit, and losing sends you back to zero pity with a guarantee attached. The true worst case for a featured unit is therefore two hard pities — 180 pulls, not 90. That is the number to budget against, and it is roughly double what most players assume when they start saving.
Costing it honestly
Convert to money before you decide, not after. At roughly $2 a pull, a guaranteed featured unit at the 180-pull worst case is around $360 — the price of a games console, for one character in one game. The average case is far kinder, which is precisely the design: the system is tuned so the typical outcome feels reasonable and the tail is where the revenue is.

Is it better to pull now or save?
Save, unless you are already deep into soft pity. Pulls below 74 pity are the least efficient in the entire system — that is where the base rate applies and where most currency is wasted. Arriving at a banner you actually want with 90 pulls saved converts a lottery into a purchase.
